Sudan Medical Council Story
SMC is the oldest medical council in Africa, its act was passed by parliament in 1955 as an independent, autonomous regulatory body of the medical profession, but actually resumed its duties in 1968. The SMC is responsible to the council of ministers through its president for the execution of its duties and performing its functions. Thus it is tentrusted with ensuring a safe, effective and quality medical service to the public through ensuring quality of medical education, good medical practice and providing guidance to doctors, thus contributing to the strengthening of the health system.
The President of SMC, Vice President, and Secretary General and its members are appointed by the President of the Republic. Members of the Council are chosen after wide consultation with partners. They include community representatives, senior members of the profession and representations of different partners from the health sector, and higher education. The tenure of SMC President, Vice President, Secretary General and membership in SMC is a renewable four years term.
According to this act, the SMC is mandated to maintain a register for all medical practitioners, dentists and pharmacists; protect patients; improve medical education by setting standards for students and helping to achieve them; monitor and improve medical practice and medical schools; set professional values, knowledge, skills and ethics; training a investigating all complaints brought to its notice and deals firmly with violation of standards of practice or ethics and training in relevant issues. About Sudan Medical Council
Sudan Medical Council Act (1993-ammended 2004) is the current act governing SMC formations, roles, responsibilities and mandate. The SMC has the mandate to issue its bylaws and internal regulations
SMC activities and functions are carried out by specialist circles and standing statutory committees. Ad hoc committees are appointed whenever there is a need to carry out certain tasks. These efforts are supported by administrative and financial offices. Since its inception, 12 medical practitioners presided over the council in succession. Currently, there are two states branches with defined responsibilities, one in Elobeid and another one in Medini.
SMC Mandate
The purpose of SMC in exercising its functions is to protect, promote and maintain the health and safety of the public through ensuring quality of medical education, good medical practice and quality health medical services. In addition, SMC provides guidance for doctors to ensure proper practice of medicine, dentistry and pharmacy. SMC also issues codes of conduct and ethical practice guides, and enforces disciplinary measures.
